The Academy is housed in the historic building popularly known as "Sugandha," at 22 Baily Road, Dhaka. Adjacent to the lush green historic Ramna Park, the Academy is located in close vicinity of Chief Justices' residence, residential blocks of high govt. officials, Officers’ Club, Bangladesh Secretariat, Dhaka University, National Press Club, Shilpakala Academy and Theatre District of Dhaka city. 

This building was built during the British period and was used for various purposes. During her visit to this subcontinent in 1960s, H.M. Queen Elizabeth II stayed in this premises. Later on it was used as the President's House. After Independence it became ‘Gonobhaban’- the Prime Minister's Office and subsequently renamed as ‘Sughandha’ which was later converted to FSA in 1996. The Academy consists of administrative offices and library on the first floor, Seminar/Lecture room, specialized IT lab and the dining room on the ground floor. The Residential accommodation for the trainee officers is located near the entrance.

The Foreign Service Academy (FSA) was established in 1996 mainly for catering the training needs of Bangladesh Foreign Service Officers. Earlier in 1980s, this training was provided by FATI (Foreign Affairs Training Institute) and which was later merged with the Bangladesh Civil Service (Administration) Academy. Subsequently the necessity was felt for an independent Foreign Service Academy to impart specialized knowledge of core disciplines relevant to Foreign Service career and keep them abreast of current issues in the changing world and so it came into being. Since its inception the Academy has conducted 20 (twenty) ‘Specialized Courses’ and trained 223 junior officers. Re-orientation and Refreshers courses are also conducted time to time for the mid-level and senior officers of the Foreign Ministry.

The Academy is also entrusted with arranging special courses for officers from other ministries nominated for different posts in commercial and labour wings of Bangladesh missions abroad.

The Academy also organizes seminars, short courses and roundtable discussions on various subjects relating to diplomacy, foreign policy and important current topics. It has recently embarked on conducting short courses on diplomacy and foreign policy for diplomats from other countries.

The Academy in the recent years has signed MOUs for possible cooperation and exchanges with similar diplomatic institutes/academies of a good number of foreign countries.

The Academy has a good pool of resource persons who include eminent academicians, scholars, high government officials & policy makers, retired Ambassadors, and professionals & experts from the public and private organizations/institutes. Ambassadors, High Commissioners of diplomatic missions and Heads of Missions of UN & International Organizations based in Dhaka and visiting experts & personalities are often invited to deliver speeches and conduct sessions on specific themes.

Main objectives of the FSA :

TRAIN the Officers to enhance and upgrade knowledge and skills in Diplomacy and Foreign Policy issues

GROOM the Officers with confidence and practical knowledge to become efficient and effective diplomats and

DEVELOP professionalism and excellence in working.

Specialized Diplomatic Training Course (SDTC) :

This is a foundation training course regularly run by the Academy for the entry-level officers of the Ministry of Foreign Affairs, Dhaka. The syllabus of this course is divided into 20 modules – each module is coordinated by an expert in the respective field and supervised by the Academy. The subjects include, inter-alia, International Relations, Diplomacy and Foreign Policy; Bangladesh Foreign Policy & Emerging New Dimensions of Foreign Policy; International Law; Economics & Development Issues; International Trade & System; Bangladesh Studies; Protocol & Etiquette; Personnel & Financial management of the Ministry & Missions; Consular & Expatriate Welfare, Life Skill Improvement, etc. Practical knowledge and skills are imparted through conducting negotiation simulations, seminars, workshops, etc. The trainee officers are also required to submit individual & group term/research papers on specific topics during the course.

The course modules are subject to periodical review in order to ensure efficacy of the training.

Appropriate module is prepared in consultation with the experts based on the requirements of the participants.
